RONCALLI - first Austrian clearing house for Traffic

Different reasons, as unsatisfactory quality and reliability of
services or missing up-to-date transport telematic related data, caused
that transport telematic services did not reach the expected market
penetration. At least in Austria there exists no commercially independent
transport telematic service at the moment. Moreover another difficulty is
that transport telematic service providers are all-purpose actors. They
buy ordinary content from suppliers and prepare this content for one
specific service offered to end-users. The combination of all these
circumstances leads to a strong slow-down in the development of new
transport telematic services, respectively the available services are
because of their inadequate functions not very attractive for customers.
Against the background of this situation the project RONCALL_I2 was
started. To offer attractive services networking between content
suppliers, content providers and service providers was necessary. The
consortia developed the neutral clearing house as market place for
multimodal transport telematic information. Herewith a communication and
innovation platform for content and service providers was born with the
aim that for the first time end-users can benefit from potential
advantages of transport telematic services to the full extent. The
following realisable results have been created during the project:

RONCALLI market place: a common, electronic market place for
supply and demand of transport telematic information.

RONCALLI clearing house: central infrastructure for billing
and financial clearing for the transport telematic sector.

RONCALLI reference system: transport telematic content based
on a standardised linear location referencing system.

RONCALLI clearing interface: central infrastructure for the
exchange of transport telematic content and standardisation of data
exchange based on xml-technology.

RONCALLI services: prototypic realised services to increase
road safety.
After the prototypic installation of the marketplace the
consortia reasoned that the following general conditions have to be
implemented to integrate this innovation in the daily life of content
providers, service providers and end-users successfully.

Content availability: reliability and quality
(up-to-dateness, area coverage) of content has to be assured by public
authorities through appropriate co-operations between e-government and
transport telematic.

Networking and standardisation: content-sided the basis could
be created by the market place; but service-sided is the necessary
network still missing and therefore any product development related with
extremely high risk.

Creation of awareness in all levels: for the end-users as
well as for all public and private institutions benefiting from
increasing road safety, rethinking concerning the cost-value ratio is
necessary.
